Important Update: Ending Collection of IEEPA Duties

We would like to bring to your attention an important update from U.S. Customs and Border Protection (CBP) regarding the termination of certain tariffs imposed under the International Emergency Economic Powers Act (IEEPA). Please see the official guidance summarized below.

On February 20, 2026, the President signed the Executive Order, “Ending Certain Tariff Actions,” which terminates the collection of additional ad valorem duties previously imposed pursuant to IEEPA.

GUIDANCE

ENDING IEEPA TARIFF COLLECTION

Duties imposed under IEEPA pursuant to the following presidential actions, including all amendments and modifications, will no longer be in effect and will no longer be collected for goods entered for consumption, or withdrawn from warehouse for consumption, on or after 12:00 a.m. Eastern Time on February 24, 2026:

Executive Order 14193 – Imposing Duties To Address the Flow of Illicit Drugs Across Our Northern Border (Feb. 1, 2025), as amended
Executive Order 14194 – Imposing Duties To Address the Situation at Our Southern Border (Feb. 1, 2025), as amended
Executive Order 14195 – Imposing Duties To Address the Synthetic Opioid Supply Chain in the People’s Republic of China (Feb. 1, 2025), as amended
Executive Order 14245 – Imposing Tariffs on Countries Importing Venezuelan Oil (Mar. 24, 2025)
Executive Order 14257 – Regulating Imports With a Reciprocal Tariff To Rectify Trade Practices That Contribute to Large and Persistent Annual United States Goods Trade Deficits (Apr. 2, 2025), as amended
Executive Order 14323 – Addressing Threats to the United States by the Government of Brazil (July 30, 2025)
Executive Order 14329 – Addressing Threats to the United States by the Government of the Russian Federation (Aug. 6, 2025), as amended

CBP will update the Automated Commercial Environment (ACE) programming accordingly. All Harmonized Tariff Schedule of the United States (HTSUS) numbers applicable to IEEPA tariffs will be deactivated in ACE as of February 24, 2026.

IMPORTANT NOTE: This Executive Order affects IEEPA duties only. It does not impact other trade remedies or duties, including:

Section 232 duties (Trade Expansion Act of 1962, as amended)
Section 301 duties (Trade Act of 1974, as amended)

CBP will continue to provide additional guidance to the trade community through future CSMS messages as needed.
